He is able to use short rolls to make his way around the level and weave in and out of danger, and extra ammunition from pickups enables him to have more forgiving ammo consumption. As a starter character his loadout kit seems relatively simple. Fish is one of the two characters unlockable from the start, and can be viewed as the mascot of Nuclear Throne itself.
